The Navy experienced a high number of motorcycle (PMV2) fatalities in fiscal year (FY) 17. This compares unfavorably to the previous two fiscal years (FY 15-16), where the Navy experienced 12 fatalities each. As of 24 MAY 2018, Navy PMV2 fatalities stand at eight. As the weather becomes warmer, we will see an increase in motorcyclists cruising our roadways. 2. As of 24 May 2018, COMNAVRESFOR has had one Class "A" Motorcycle Mishap involving a SELRES in an off duty status and eight motorcycle mishaps involving injuries since the beginning of FY18. Ultimately, any mishap involving one of our service members is a potential loss to our force, reducing our capability to carry out our mission. The importance of protecting our personnel by completing required training cannot be overemphasized. 3. In an effort to reduce PMV2 mishaps, COMNAVRESFOR is re-stressing the requirements in Ref (A) which pertain to military in an active duty status, however it is NAVRESFOR's policy that the same requirements pertain to all members of the selected reserve regardless of duty status. Commands will ensure training requirements for SELRES who are motorcycle owners/operators are met. Commanders must ensure motorcycle operators are identified, educated, trained and documented per references (A) through (D). This NAVRESFOR supersedes References (E) and (F). NAVRESFOR Safety Department has developed and distributed a NAVPERS 1070/613 (Rev. 08-12), Motorcycle Safety Acknowledgement Form as a tool to assist command in identifying and educating personnel on motorcycle operator training and personal protective equipment (PPE) requirements. Training Options: A. Commander, Navy Installations Command (CNIC) Regional Safety Offices provides motorcycle training at various Navy installations. To obtain training, operators may enroll in required motorcycle training via Enterprise Safety Applications Management System (ESAMS) at: Https://esams.cnic.navy.mil/esams_gen_2/loginesams.aspx or at: Http://www.navymotorcyclerider.com/. B. Department of Defense (DoD) installations (USA, USAF, USCG, USMC) may also offer motorcycle training courses. Commands located on or near another DoD installation should contact their local Safety Office for course availability and quota requests. C. Commercial vendors also provide a Motorcycle Safety Foundation (MSF) or State approved courses. This option is offerred as an approved alternative and secondary measure for obtaining motorcycle training if DoD resources are not available. Training may be scheduled during drill weekends or SELRES may request active duty for training orders to attend motorcycle training. SELRES are advised that failure to attend scheduled training may result in administrative action. 5. Navy Reserve units aligned to active component commands via ESAMS, such as Navy Expeditionary Combat Command, shall follow the above methods, submitting requests via their active component chain of command and forward to the appropriate Navy Operational Support Center for approval and funding approval through Reserve Component Command. 6. Tuition assistance is available for SELRES to obtain motorcycle courses other than Navy provided courses and should be obtained by submitting a request for tuition via standard form (SF) 182 Authorization Agreement and Certification of Training Form. Refer to link provided in Paragraph 3 for additional guidance. 7. Operators are required to provide a copy of their completion certificate to their command Motorcycle Safety Representative (MSR). MSRs will ensure completion of training is properly documented via ESAMS per reference (C). 8. Operational Risk Management (ORM) should be exercised prior to any Sailor departing for training. Personnel shall NOT drive over 300 miles (120 miles if traveling by motorcycle) for training. 9. Statistics have proven that motorcycle mishaps and fatalities can be minimized with the proper training, mentorship and risk management. This requires our continual focus and vigilance.
